- ① No person shall collect email addresses using automated programs or other technical devices from a website that clearly expresses the intent to refuse such collection.
- ② No person shall sell or distribute email addresses that have been collected in violation of Paragraph 1.
- ③ No person shall use email addresses, whose collection, sale, or distribution is prohibited under Paragraphs 1 and 2, for the purpose of transmitting information, knowing of such prohibition.
